TOP STORY - CLINTON BUDGET
1. Why was the House of Representatives vote on Pres. Clinton's
Budget so close? What was the margin of victory for President
Clinton? How did he respond to the passage of his plan in the
House?
2. In groups have students search for arguments voiced by differ-
ent U.S. Representatives for and against the Clinton Budget
Plan. Have them list the major points of these arguments and
share these with the class. Then choose a student to call your
district's elected Representative's local office and ask how he
or she voted on the budget and what was his/her rationale for
the vote. Have that student report back to the class. Review
the points, pro and con, that were offered by other members of
Congress. Have each student write a letter in support of, or
voicing opposition to, their Representative for his/her vote.
GERMANY: COUNTER MOVEMENTS (PART IV)
3. What is "Youth Against Violence"? What methods does this
organization use to try to get its message across? What
solutions do some German teenagers offer to stop the violence?
What steps is the German government taking to stem the tide of
anti-auslander sentiment?
4. What is a Public Service Announcement? Can you recall any?
Were they effective? Why/Why not? Have groups create anti-
violence PSAs for youth in the U.S. How could such PSAs be
most effective or make a real impact on young people? Have
each group present or perform its PSA. Have the class choose
the most effective one and submit its script to a local
radio/TV station for consideration.
5. Do you think that the German government's confiscation of
"hate" music, videos and computer software is one way to crack
down on anti-auslander violence? Why/Why not? Are you aware
of any American music, music videos, software or video games
that "fuel hatred" against any groups? Explain. Should the
U.S. government prohibit the sale or possession of these items?
State your rationale. In your opinion, does the "free speech"
provision of the First Amendment to the U.S. Constitution
conflict with any such government intervention? Explain.

DIRECTIONS: Listen to the voices of Germany's youth. Several
statements made in the video echo sentiments that have been spoken
by America's youth. For each quote shown below, voice your concerns
about similar conditions in your community.

we have so many possibilities. We can travel, but most of us can't
afford to....the situation for many has become much harder."
2. "People just hear the horrible things that happened....and we
can't retrieve our good reputation...."

prejudged."
4. "Some of the Germans say `foreigners get out' but when the
Germans travel...other countries...don't tell Germans to get out."
5. "So if you really want to change things radically, then you must
make political changes at high levels...."
6. "...there's another forgotten generation...those under 25.
They're frustrated because their families no longer have time for
them, because institutions...have lost credibility and no longer
have the authority they once possessed."
Discuss similarities/differences in your comments with classmates.
